Only stairways, passageways, and ladders, designated as the means of access to the structure of a building, shall be used. They should be periodically inspected and maintained in a clean safe condition free of stumbling or tripping materials. Other access ways should be closed at all times.

In multistory buildings stairwells that are being used should be properly lit by either natural or artificial means. They should also be substantially covered over at a point not less than two floors below the floor on which work is being performed. Access to the floor where the work is in progress shall be through a properly lighted, protected, separate passageway.
